Västvind Offshore

Eolus has applied for permit on for an offshore wind power park in the northern Kattegat Sea within Sweden's territorial waters and economic zone, off the coasts of Kungälv and Öckerö municipalities. Within this area, Eolus plans for 50 wind turbines with a maximum total height of up to 320 meters.

About the Project

The Västvind offshore wind farm has the potential to supply approximately 4–4.5 TWh of renewable electricity annually to the West Swedish power grid. This is comparable to the annual electricity consumption of the City of Gothenburg, which amounted to 4.2 TWh in 2019. The wider Västra Götaland region consumed 18.4 TWh during the same period. Västvind can therefore make a substantial contribution to meeting the region’s growing demand for fossil-free electricity.
Western Sweden is home to a significant share of Sweden’s industrial base, including major companies within the automotive and manufacturing sectors. The region faces a growing need for electricity to support industrial development, research and innovation, and the ongoing electrification of society. Västvind is expected to play an important role in enabling these investments and supporting the region’s long-term competitiveness.

Permitting process

Eolus submitted the permit application for Västvind in July 2023. Since the project area extends across both Sweden’s territorial waters and exclusive economic zone, the application is being reviewed by both the Land and Environment Court in Västra Götaland and the Swedish Government.

The application is currently under review. In March 2026, the County Administrative Board of Västra Götaland submitted its recommendation to the Government regarding the part of the project located in Sweden’s exclusive economic zone. The authority expressed a positive view of parts of the project in both the economic zone and territorial waters, while also noting that a larger area could potentially be approved if changes are made to shipping regulations.
